Ambassador Dahir Hassan Abdi delivered the keynote address at Volunteers of Somalia‘s AI conference in Minneapolis on April 25, speaking to an audience of Somali-American business owners, community leaders, and technology professionals on what he called Somalia’s structural case for the AI revolution.

The argument turned on a single observation: Somalia never built legacy infrastructure. It skipped branch banking entirely and went straight to mobile money — today, over 87% of Somalis use mobile money while only 15% hold a formal bank account. The same leapfrog logic applies to AI. Somalia does not need to replicate Silicon Valley. It needs to build Mogadishu’s version of it, rooted in Somali problems and Somali data.

The Ambassador was direct about the obstacles. Over 1.8 million Somali children face severe malnutrition. Al-Shabaab still poses a threat to the Somali people. These are facts, and his point was not to minimize them, but to name them plainly before making the counter-argument: every one of those crises has an AI application that could reduce its severity. Predictive flood mapping. Nutrition surveillance. Humanitarian supply chain optimization. The technology exists. What Somalia needs is the human capacity to deploy it.

He closed with a specific ask, not a general appeal to diaspora pride, but one concrete decision before leaving the room: a dollar amount, a skill to offer, a student to mentor. Somalia 5.0, as he framed it, is built by Somalis who act as if the country’s future is their personal responsibility. The state, he said, is building the floor. The diaspora must build the ceiling.
