Washington, DC, December 24, 2025.
Tomorrow, residents of Mogadishu will take part in local council elections following the conclusion of voter registration and the formal halt to campaigning across the Benadir region. For the first time in more than five decades, citizens in the capital will directly elect their local representatives through a one person one vote process.
This election reflects steady institutional progress. Almost one million voters have registered in Mogadishu, and the National Independent Electoral and Boundaries Commission has completed the administrative steps required to move the process forward, including the issuance of voter cards and the enforcement of a mandatory campaign silence period. These measures are intended to support a calm environment in which voters can participate freely and safely.
Local council elections play a practical role in Somalia’s broader political development. They strengthen accountability at the municipal level, encourage civic participation beyond clan-based mechanisms, and provide a foundation for future national elections. For many first-time voters and candidates, this process represents a direct stake in local governance and service delivery.
Somalia continues to pursue democratic reform under challenging conditions. Political differences remain, yet Somali institutions are working to protect the electoral process through enhanced security, intelligence coordination, and cooperation with international partners. Conducting elections in this environment underscores the public demand for representation and the government’s responsibility to safeguard it.
The Embassy of the Federal Republic of Somalia in Washington, DC recognizes the efforts of electoral officials, security personnel, candidates, and voters who have contributed to this process. As Somalia advances toward broader electoral participation, local democratic exercises such as this one will help shape the path ahead through experience, accountability, and public engagement.
